The good news is that Dubai has implemented significant regulatory protections designed to help safeguard buyers, particularly in the off-plan market.
To understand why, it's important to understand a little history. Following the global financial crisis in 2008, Dubai introduced additional regulations and oversight to strengthen the real estate sector and increase investor protection.
One of the most important developments was the expansion of regulatory oversight through RERA, the Real Estate Regulatory Agency, along with the use of escrow accounts for qualifying off-plan projects.
One of the biggest misconceptions is that buyers simply transfer money directly to a developer with no safeguards in place. That's not how the system works. For qualifying off-plan projects, buyer funds are deposited into regulated escrow accounts. Developers generally access those funds based on construction progress and regulatory requirements rather than receiving unrestricted access to the money upfront.
